Wasty: No, the Zootopian Reserve is merely Zootopia's personal military. The NMU, along with the other nations across Animalia all have thier own military forces that vary in size and structure. Historically, the Zootopian reserve has only ever seen action as a supplementary force to either the NMU's own forces, or other military forces in Roarope. But in contemporary times, it mostly sees Mammaltarian (Humanitarian)aide work. building homes and nations, and sometimes defending those places from warlords and guerrilla warfare.
