Dawn: Oh yes, I'm sorry. I sometimes forget Zootopia has a rather odd system of government when compared to other nations and city-states, so I've probably mentioned a few things off-hoofed about my time in politics while just assuming everyone understood what I meant. *Ahem*, Zootopia is a rather unique city-state because it was founded by representatives from multiple nations from Roarope. Although Richard the Lionhearted lead the charge in founding the new nation, it was meant to be it's own free nation shared by its founders. Naturally, this meant that at the start of things, each cluster of mammals from the nations that joined this expedition, after settling a portion of the land, would need a mammal from their party that would represent their specific interests. This is of course what lead to the formation of a representative council made up of mammals from each tribe and the formation of official district lines. Of course, the nation still needed a figurehead, to weigh and balance the concerns of the population as a whole, and while this position didn't start out as a 'Mayor', it is what the role has evolved into today.
So how does it work? Well, each district elects a representative, and an 'assistant' or 'vice' representative that works for the specific district much like they did when Zootopia was founded. They handle in district concerns, and take up larger issues with the rest of the representatives and Mayor, depending on what stands to be affected by any changes. The Mayor and their assistant is elected to represent the city overall, and acts as a mediator to those representative concerns, and takes them into account when formulating new policies and allocating funds and other necessities.
I do hope that...sort of clears things up for you. I know it's a rather unusual system, but so far it's worked well for Zootopia.
